What the 2026 competition funded
The official brief focused on aviation systems and capabilities that can support both civil and military use. The named areas were Uncrewed Aircraft Systems (UAS), hybrid electric Vertical Take off and Landing aircraft (eVTOLs), hybrid electric Conventional Take off and Landing aircraft (eCTOLs), and other swarming, collaborative, or autonomous aviation systems.
The dual-use requirement could be met in more than one way. A proposal could address a system designed for both civilian and military use, adapt a civilian technology for a military use case, or adapt a military technology for a civilian use case. The proposal still needed to explain the specific end users, operating conditions, and commercial route. A general claim that autonomy has possible defence value would not by itself establish scope fit.
Projects were expected to progress the development, integration, or operational readiness of an aviation system or capability at technology readiness level 5 or above at system level. The call therefore concerned an integrated system or capability, not a standalone component with no system-level development or demonstration plan. It also asked applicants to consider manufacture at scale, end-user needs, and barriers to adoption and commercialisation.
The official context linked the competition to government objectives including routine Beyond Visual Line of Sight UAS operations from 2027, public-sector UAS adoption, and commercial piloted eVTOL operations from 2028. Eligibility and consortium rules
This was not a single-applicant grant. The competition was open to collaborations only. The lead organisation had to be either a UK-registered business of any size or a UK public sector organisation. An academic institution could participate as a partner but could not lead.
The consortium had to include at least one UK-registered micro, small, or medium-sized enterprise claiming grant funding in the application. At least two organisations had to apply for funding, explain why collaboration was necessary, and describe how the partnership would operate. The official rules also limited the collaboration to a maximum of five funded partners and required that no one partner account for more than 70% of the total eligible grant.
Potential project partners included UK-registered businesses, academic institutions, charities, not-for-profit organisations, public sector organisations, and research and technology organisations. All project work was expected to take place in the UK unless Innovate UK approved a specific, justified exception before the competition closed. Funded organisations also had to intend to exploit the project results from or in the UK. Projects had to last between 8 and 12 months, start from 1 September 2026, and finish by 31 August 2027. Projects had to start on the first day of a month and could not begin until the Grant Offer Letter had been approved.
Funding and project boundaries
The total competition fund was up to GBP 10 million, subject to Innovate UK receiving enough high-quality applications. The eligible project grant request had to be between GBP 300,000 and GBP 1.25 million. That range described the total eligible grant request for a project, not an automatic award to each partner.
The official funding rules applied different maximum grant rates according to organisation size and research category. For industrial research, the listed maximum rates were 70% for micro or small organisations, 60% for medium-sized organisations, and 50% for large organisations. For experimental development nearer to market, the listed rates were 45%, 35%, and 25% respectively. Applicants needed to claim eligible project costs and show how the proposed grant and partner contributions supported the work plan.
The competition also stated that no more than GBP 3 million could be awarded as a grant to one enterprise in the competition under the relevant streamlined subsidy rules. Prior conduct and outstanding sums owed to Innovate UK or UKRI could affect funding decisions or lead to additional scrutiny. Those checks were separate from the technical merit of the proposal, so financial and grant-management readiness mattered as much as the engineering narrative.
The call excluded several categories. It did not fund projects developing or using gyrocopters, High Altitude Platform Systems, or counter-UAS aircraft and systems. It also excluded proposals focused only on civil use cases unless adapting from a military use case, and proposals focused only on defence use cases unless adapting from a civil use case. Subsystem-only projects were out of scope when they did not include integration and development of the overall system. Alternative propulsion or fuels, batteries, and electric-aircraft charging systems were also excluded as primary development areas.
Flight activities could be included when they added value, but the application needed to show that the flights were possible under existing regulatory approvals or through a clear and supported route to approval within the project duration. A flight plan dependent on an uncertain permission with no evidence of a route to approval would not meet that requirement.
What applicants needed to prepare
The 2026 application was submitted through the Innovation Funding Service. The official competition overview divided the application into project details, finances, project impact, and scored proposal questions. - Build the delivery and regulatory plan. Map an 8-to-12-month schedule to technical milestones, partner responsibilities, integration, testing, and any flight activity. Explain which approvals already existed and which approvals could be obtained through a supported route within the project period.
- Complete the finances. Enter each organisation’s eligible costs and funding request in IFS. Match the budget to the research category, maximum grant rates, partner split, and intended outputs. Include a clear reason for each partner’s funded work.
- Answer the impact and assessment questions. Describe the business need, technological challenge, market opportunity, team, resources, growth potential, route to market, and expected benefits. The official application also required partner impact information before submission.
The project summary and public description were each limited to 400 words according to the official application guidance. Applicants therefore needed to reserve detail for the scored questions and avoid spending the main response on generic sector background. A concise evidence chain was more useful: user problem, integrated innovation, test or validation method, partner role, commercial path, and measurable result.
