Status of the 2026 application cycle

The National Institute of Biomedical Imaging and Bioengineering (NIBIB) published a 2026 C3i Validation/Execution cycle with applications opening June 15, 2026 and a due date of July 31, 2026. That deadline has passed. The official page lists a notice of participation date of August 19, 2026, a program start date of September 28, 2026, a mid-course Boot Camp in February 2027, and final presentations on April 29, 2027. What the program is

C3i Validation/Execution is a 24-week entrepreneurial training course for biomedical technology teams. NIBIB describes it as a way for NIH-supported investigators to examine whether an innovation addresses a compelling unmet market need, whether a viable business opportunity can be built around that need, and how to present the opportunity to potential investors or business partners.

This is not a conventional research grant with a published cash award. The official page does not state a direct award amount. It says that costs associated with participation are covered, except for travel to and from the in-person events. The practical benefit is structured commercialization work, mentoring, and feedback rather than unrestricted project funding. Teams seeking salary support, equipment money, or a new research award should not use this page as a substitute for an NIH funding notice.

The course uses lectures, interactive exercises, weekly teleconferences, coursework, and advisor support. The work is designed for early-stage biomedical technologies that may have technical promise but still need evidence about users, buyers, adoption, reimbursement, intellectual property, regulation, or a path to investment. Course structure

Phase I: validate the need and business opportunity

The objective is not simply to collect positive reactions. Teams are expected to question whether the need is important enough, who experiences it, who can influence adoption, and who has authority or resources to buy a solution.

The NIBIB page recommends that a project team speak with at least 30 stakeholders. The relevant mix depends on the product, but may include health care providers, referring providers, patients, payers, purchasing agents, potential strategic partners, and potential investors. Between weekly advisor sessions, teams conduct interviews and report what they learned. That cadence makes the program useful for projects that can act on feedback, not only describe a technology.

Boot Camp 1 is described as an intensive two-day virtual workshop. It introduces the tools used to assess the unmet need and business opportunity, with lectures, exercises, mentoring from Business Advisors, and feedback from other project teams. Phase II: prepare for commercialization and a pitch

The second phase provides commercialization planning support. This phase should turn the findings from stakeholder work into a more defensible plan: what must be proven next, which risks are material, what milestones would change the investment case, and which partners or funding paths fit the technology.

The page describes an in-person Boot Camp between the two phases. It also describes a final 1.5-day virtual workshop where teams deliver pitch presentations focused on the value proposition and investment opportunity. Each team is assigned a Business Advisor and a Project Manager, with matching based in part on the advisor’s experience and the product area, such as devices, diagnostics, or imaging.

Who was eligible for the 2026 cycle

The official eligibility rule is based on an active NIH-funded research project from a participating Institute or Center. The course is intended for biomedical technology innovators who want to assess commercial viability and package an opportunity for investors or business partners. Participation is not automatically open to every NIH award holder. The participating Institute or Center determines which active mechanisms and projects it will support. The activity codes named on the official page vary by Institute. NIBIB lists active SBIR/STTR awards using R41, R42, R43, or R44, along with research project awards using R00, R01, U01, or P41. Other participating Institutes list their own combinations. NCI, NICHD, and NIMH, among others, advise applicants to confirm program alignment before submitting. A team should therefore identify its parent grant number, Institute, activity code, and project stage before assuming that the general C3i description makes it eligible.

The page strongly recommends a team of at least two people:

  • An Inventor or Technical Lead, normally the PD/PI or a co-investigator on the parent award with detailed knowledge of the technology.
  • A Business Lead responsible for business development and commercialization strategy. For an existing company this is expected to be the CEO or another C-level officer. Team members do not have to be key personnel on the parent award. If the PD/PI also acts as the Business Lead, NIBIB encourages the applicant to consider adding another committed team member. Because the sessions and exercises build on one another, the program is recommended only for participants who can maintain consistent involvement, estimated by NIBIB at 10-15 hours per week.

What the application required

The linked NIBIB application form requested the NIH grant number, whether the grant was a BRAIN Initiative grant, the grant title, the academic institute or company, the team lead’s name and email, and the names and email addresses of team members. The form notes that the team lead does not have to be the grant PI. It then asks for concise responses in seven areas:

  2. Proposed solution.
  3. Impact or significance.
  4. Competition.
  5. Status and intellectual property.

For a future round, a credible preparation process would begin by confirming eligibility with the relevant Institute staff, then assembling the grant details and team roles before drafting the seven responses. The problem statement should identify the affected stakeholder and the consequence of leaving the problem unsolved. The proposed solution should explain what the technology does without relying on technical novelty alone. The impact section should connect the proposed change to clinical, operational, or patient value. Competition should include current alternatives and the reasons a customer might continue using them.

The intellectual-property response should describe what is known about ownership, protection, publication, licensing, or freedom to operate; it should not imply that an unreviewed patent idea is already protected. The key-challenges response should name the technical, clinical, regulatory, reimbursement, adoption, or financing questions that the program could help test. The team response should make clear who owns technical decisions, who owns commercialization work, and how the members can attend the course consistently.

The official application page is a form rather than a separate grant proposal portal. During the 2026 cycle, applicants were directed from the C3i Validation/Execution page to that NIBIB form. Since the application deadline is closed, the correct next step for a later cohort is to monitor the official program page and contact NIBIB or the relevant participating Institute before preparing a submission. What teams should prepare before a future announcement

The best preparation is evidence that can survive questioning. A team should be able to name the user, buyer, payer, decision-maker, and implementation partner when those roles differ. It should have a short list of stakeholders for interviews, a clear account of current technical maturity, and a candid list of unknowns. It should also decide who can attend weekly sessions and complete interview work between them.

Teams should assemble the parent NIH award information early, including the activity code and Institute contact. They should separate claims supported by data from assumptions that still need testing. They should document relevant competing products and workflows, not just direct technological substitutes. For regulated products, they should identify the likely regulatory question without presenting an unconfirmed pathway as settled. For products that depend on reimbursement or institutional purchasing, they should identify who controls the relevant decision and what evidence that person would require.

The program’s value depends on acting on feedback. A team that only wants help polishing a pitch, but is unwilling to revise its target market or business hypothesis, is a poor fit for the course design. A team that can interview stakeholders, adjust its assumptions, and connect milestones to investment or partnership decisions is closer to the intended participant profile.
