What the challenge was designed to support

NIH created this competition to move existing quantum-enabled sensing technologies toward biomedical and clinical use. The official scope was not fundamental research into building a new quantum technology platform. It asked multidisciplinary teams to propose new biomedical use cases for existing technologies and to adapt or optimise those technologies for testing, validation, and practical use.

The announcement identified three areas of interest:

  1. Quantum-enabled approaches to advance biomedical applications.
  2. Quantum-enabled approaches for early detection and diagnostics.
  3. Quantum-enabled sensing and imaging devices for diagnostics and monitoring.

Examples in the announcement included sensors for low-concentration biomarkers in retrievable biofluids such as interstitial fluid, sweat, saliva, and tears; chip-scale photonic devices for spectroscopic measurements; quantum-enabled detection of volatile organic compounds; and quantum-enhanced optical coherence tomography or magnetic resonance imaging for diagnosis and health monitoring. These examples describe the intended application range, not a requirement to use one named hardware platform.

The underlying problem was translational. Quantum sensing can offer high sensitivity, accuracy, or precision, but biomedical adoption requires more than a laboratory demonstration. A credible project needed a defined biomedical or clinical context, a reason the quantum-enabled approach could improve on current methods, and a test plan capable of showing that improvement. NIH also highlighted the need for collaboration between quantum scientists, engineers, biomedical researchers, clinicians, and computational experts.

The official page says the expected outputs could include validated quantum-enabled sensing approaches for biomedical and clinical use cases. It also says proposed solutions should represent a significant improvement over current approaches and could contribute to better diagnostics, detection, drug discovery tools, and patient care. A purely theoretical quantum technology project, without a biomedical use case and a route to testing, was outside the stated purpose.

How the two-stage structure worked

Stage 1 was called Ideation and Planning. Participants described the biomedical problem, the proposed sensing approach, the technical plan, the team, and the expected improvement over available tools. Up to 10 proposals judged to best meet the Stage 1 requirements could receive up to $20,000 each and be invited to continue to Stage 2.

Stage 2 was called Demonstration of Progress and Prototype Readiness. It was not a second opportunity for new teams to enter. NIH explicitly states that Stage 1 winners were invited to submit entries for Stage 2. Stage 2 had two milestones:

  • Milestone 1 focused on progress toward developing and testing a prototype in the proposed biomedical or clinical context. Up to 5 teams with the highest scores could receive up to $150,000 and become eligible to continue.
  • Milestone 2 focused on a final demonstration of the prototype in the intended real-world context. The prize structure provided one $400,000 grand prize and one $250,000 runner-up award.

The official timeline placed the challenge launch on September 27, 2024, the Stage 1 planning-proposal deadline on April 4, 2025, and the Stage 1 top-submission announcement on August 11, 2025. The Stage 2 Milestone 1 prototype-development and delivery deadline was June 29, 2026. NIH listed the Milestone 1 announcement for September 28, 2026, the final project delivery and demonstration for June 26, 2027, and winner and runner-up announcements for September 27, 2027. Those later milestones belong to the already-launched competition schedule; they do not create a new application window.

Eligibility for the completed cycle

The challenge accepted participation from an individual, a group of individuals forming a team, or an entity, subject to registration and compliance with the official rules. The most important distinction was between participating and receiving a cash prize.

For a private entity to be eligible to win, it had to be incorporated in the United States and maintain a primary place of business in the United States. An individual, whether applying alone or as part of a team, had to be a United States citizen or permanent resident to receive a prize. A non-US citizen or non-permanent resident could participate as a member of an otherwise eligible team, but could not receive monetary prize funds.

The Stage 2 route was limited further: only teams or innovators with top-scoring Stage 1 submissions were invited forward. A team that had not won Stage 1 could not prepare a new Stage 2 submission merely by continuing work independently. That restriction is why this page should not be presented as a currently available entry point for a new quantum-sensing team.

The announcement also excluded a federal entity or a federal employee acting within the scope of employment, as well as an HHS employee acting in a personal capacity. A person employed by a federal agency outside HHS was directed to consult an agency ethics official about whether federal ethics rules limited participation or prize acceptance. These rules applied alongside the US incorporation, citizenship, registration, and submission requirements.

What applicants had to submit

The official instructions described a separate process from a standard NIH grant application. For Stage 1, registration information and complete submissions were to be sent by email to NIHQuantumChallenges@mail.nih.gov; the announcement said the challenge was posted at Challenge.gov but did not use the ordinary NIH grant portal for these materials. Registration forms and submission templates were provided in the Resources section of the official page.

For Stage 1, the completed packet had to be submitted as a PDF by April 4, 2025 at 5:00 PM ET. It required a cover page identifying the title, team or entity, lead contact, location, and challenge area. The project description had a 12-page limit, followed by references. The required content covered the plain-language problem and rationale, technical specifications, development risks, validation and testing, comparison with existing approaches, measurable performance metrics, feasibility, and potential biomedical impact. NIH required a statement confirming that each innovator understood and agreed to the challenge rules; a submission without that statement would not be evaluated.

Stage 2 applicants were not asked to repeat the full Stage 1 concept. The official instructions required Stage 1 winners to provide a written progress summary of no more than 10 pages, a 30-minute prerecorded presentation in MP4 format, and a 30-minute virtual site visit using Microsoft Teams. The written material had to describe progress toward a working prototype, including relevant results and evidence. A secure file-transfer link was to be provided for the Stage 2 materials before the deadline.

Because the deadline has passed, none of these steps can start a new application now. They remain useful only for understanding how the completed competition evaluated progress. Anyone who was part of a Stage 1 winning team would need to rely on direct instructions from NIH programme officials for any remaining competition administration rather than using this archive page as a submission portal.

How NIH evaluated the work

Review involved federal and non-federal reviewers with relevant expertise, followed by federal judges and an Award Approving Official. Stage 2 virtual site visits allowed subject-matter experts and NIH staff to question innovators about the submitted progress materials. The evaluation framework addressed innovation, the team, the approach, feasibility, and potential impact, with stage-specific criteria.

A strong entry therefore needed a measurable claim, not just an assertion that quantum technology was novel. It needed to explain the current comparison point and specify what would improve: accuracy, sensitivity, specificity, signal-to-noise ratio, spatial or temporal resolution, ease of use, resource demands, processing time, or a new measurement capability. The technical team also needed a credible plan for sample access, validation, safety, data interpretation, and movement toward the named biomedical or clinical context.

The competition did not provide quantum hardware. NIH stated that teams were responsible for obtaining access and were expected to provide letters of support from institutes or companies with the hardware needed to demonstrate their work. Teams could conduct solution development outside the United States, but only eligible US citizens, permanent residents, and qualifying US entities could receive prize funds.

Prize administration and archive guidance

The $1,600,000 figure was the total possible purse across the stages, not a grant awarded to every participant. The award amounts were tied to judged milestones. NIH stated that prize recipients would receive instructions from programme officials, enroll in SAM.gov, and complete SF3881 for payment. If federal grant or contract funds were used to develop a submission, the prize could have to be treated as programme income under the applicable award policy. Prize distribution among team members was possible, but the recipient eligibility rules still applied.

The official page also lists the Stage 1 winners and says they received $20,000 for their proposals and were invited to participate in Stage 2. That announcement confirms that the competition progressed beyond planning and that the Stage 2 route was populated by selected teams rather than open to an unrestricted applicant pool.
